Theme & Rationale: This deck has every 'cheap' agent available (cost under 4), except Manners who is useless, and adds Janus since most of these agents are not exactly fighting dynamos.
These agents rely on Criminal Investigation, Evidence Collection, Bevavioral, and some Computer skills for sites.  There are some cards to build RPs (e.g. Hard Evidence), a few nasties without overkill,  and the always nasty Margi Kleinjan / Terri Roberts combo.  These are all cards I have, and I didn't spend a fortune on.
